Charles D. Rambo is retained as an expert trainer and expert witness by public-safety agencies, law firms, corporations, and houses of worship when leadership failures carry legal, operational, and reputational risk.
A retired Lieutenant Commander with over three decades at the Fulton County Sheriff’s Office, Rambo served in corrections, patrol, academy training, and intelligence operations. Trained as an intelligence analyst, he co-commanded the Gang Intelligence and Organized Crime Unit. When Rambo assumed leadership responsibilities within one of the nation’s most scrutinized detention and law enforcement environments, the organization was operating under intense federal oversight, public scrutiny, and sustained legal risk. He held direct responsibility for implementing evidence-based management systems—including CompStat and public-safety–specific human-resources practices—that produced measurable accountability and contributed to the termination of a federal consent decree.
A Georgia POST-certified Senior Instructor and former instructor coordinator, Rambo has trained and evaluated supervisors, managers, and command staff across law enforcement, corrections, fire services, prosecution, and community supervision. He redeveloped field training and administrative programs to align operational performance with constitutional standards, documented supervision, and defensible decision-making.
In parallel with his command service, Rambo served as a National Vice President of the International Brotherhood of Police Officers, where he testified before federal, state, and county policymakers on public-safety operations, workforce readiness, and resource allocation. His advocacy contributed directly to funding decisions supporting public-safety initiatives and operational reform.
Through this role, Rambo honed deep expertise in employment and labor law, successfully representing officers in grievance proceedings, internal-affairs investigations, and disciplinary hearings. This experience sharpened his understanding of due process, administrative accountability, and the downstream consequences of deficient supervision, documentation, and policy execution—insights that now inform his training, consulting, and expert-witness analysis.
As Vice President of the Transformational Leadership Collaborative, Rambo integrates applied neuroscience, governing case law, and public-safety human-resources practice into Curriculum & Organizational Policing Strategies—a framework designed to transform supervision, enforce expectations, and reasonably mitigate foreseeable risk before failures become litigation.
Rambo is retained as an expert witness in civil and criminal matters involving use of force, negligent supervision, training failures, documentation deficiencies, and breakdowns in accountability systems. His analyses are grounded in accepted industry standards, operational realities, and courtroom scrutiny.
In addition to litigation matters, Rambo is a trusted media analyst for national and international outlets, including CNN and France 24, providing legal and operational context to high-profile public-safety incidents.
